Banks Asked To Facilitate Public For PM COVID-19 Relief Fund

State Bank of Pakistan (SBP) has instructed banks to provide utmost facilitation to their general masses and donors looking for contributing to the PM COVID-19 Relief Fund.

In order to reduce the turnaround time for donors in making donations/contributions to the Fund; banks are advised to make “PM COVID-19 Relief Fund” a predefined account/icon enabling the donors to just select the account icon and key-in the amount of donation.

This is necessary to ensure donors’ convenience in making the donations as a big section of banking customers are using digital platforms including internet/mobile banking and ATMs these days.

Crossed Cheques Drop Box Facility

Banks shall make available at their selected branches, the drop box facility enabling the donors to drop crossed cheques in the name of the Fund in their respective bank’s drop boxes.

The banks shall, accordingly debit the customer’s account and transfer the proceeds to the Fund’s account at National bank of Pakistan (NBP) through RTGS. As per feedback received from stakeholders, the dropbox facility for donations to the Fund has not been made fully operational by all banks.

The banks are advised to ensure that the dropbox facility is fully operational and prominent notices or banners are placed in all such branches that the donors can drop the crossed cheques in the name of the Fund.

The compliance heads of all the banks shall ensure the same and confirm to SBP at [email protected] within a week that the facility is fully operational and in line with SBP directives.

Settlement of Donations Made through SMS on the Short Code

As the donors can also donate to the Fund by sending an SMS on the Short Code ‘6677’, the banks acting as a banker to telecom companies shall facilitate the telecom operators in transmitting the funds so collected to the PM Fund account with NBP on a daily basis.

The telecom companies shall advise their respective banks at 3:30 p.m. daily to debit their account with the amount of collections made by the Telco through the shortcode ‘6677’ during the last working day and transfer the same to the PM Fund. The Telco’s bank shall accordingly debit the telco’s account and send the same to the Fund account with the name of ‘TelcoSMS Donations’ as the donor.

SMS to Customer

In order to inform their customers about the “PM COVID-19 Relief Fund” and different mechanisms/channels of making the donation, the bank shall send the following SMS message to all their customers that should be stating the following lines

“Dear Customer, please donate generously to the “PM COVID-19 Relief Fund” through

  1. IBFT via internet banking or ATMS,
  2. Mobile Banking;
  3. Crossed Cheques in the name of the Fund in our Drop boxes;
  4. cash deposits at our branches,
  5. Debit/Credit Cards @ https://covid.ophrd.gov.pk”.

Government of Pakistan has notified establishment of a relief fund, namely, Prime Minister’s COVID-19 Pandemic Relief Fund-2020, for providing relief and assistance to the people of Pakistan affected by the COVID-19 pandemic in the country.

The Fund shall accept donations / contributions both from domestic and international sources.

Wire Transfer For Overseas Donors

Overseas donors including overseas Pakistanis may donate to the Fund through wire transfer to the Fund account detailed above. They would simply advise their respective banks to transmit the donation amount in the Fund account by debiting their accounts.

The NBP shall transmit the donations received in the Fund account to SBP on daily-basis through ‘Real Time Gross Settlement’ (RTGS) system along with name of donor, country of residence and amount of contribution in both foreign currency and PKR.

E-Payment Gateway

Donation / contribution can also be made to the Fund account through a link available at NBP website by using debit / credit cards.

Transfer through Money Service Bureaus, Money Transfer Operators and Exchange Houses: Overseas donors may also donate / contribute through Money Service Bureaus (MSBs), Money Transfer Operators (MTOs) (e.g. MoneyGram, Western Union) and Exchange Houses (EHs) in line with the arrangements in place for receiving home remittances.

Banks receiving such remittances shall transfer the same through RTGS to the above mentioned account of the NBP every thirty minutes during the banking hours, besides providing the details of their particulars to them for the purpose of maintain the register.
