CNG Pump Owners Ordered to Establish HDIP Certified Workshops

Following a petition concerning the installation of substandard CNG kits in school vans, the CNG pump owners have been told by the Sindh High Court (SHC) to setup CNG kit installation workshops certified by the Hydrocarbon Development Institute of Pakistan (HDIP).

The orders were issued by a two-member bench of the Sindh High Court, consisting of Justice Muhammad Ali Mazhar and Justice Amjad Ali. Upon reviewing the report of legal action taken against vehicles with uncertified CNG kits, the bench expressed its displeasure with the progress made in that regard thus far.

Upon learning that the Sindh Inspector General of Police was absent from the session, Justice Mazhar remarked angrily that the IGP should be present to explain the slow progress in person.

Assistant advocate general informed the bench that the penalties in vehicle-related laws have been increased. The bench questioned the laws and remarked that what kind of law would allow Rs. 5000 penalty to be imposed on a person who did not want to install a tracker device.

Justice Mazhar added that only practical laws should be made and imposed. The advocate for the government stated that the aforementioned are merely proposed revisions in the law and that further amendments shall also be made after the court’s approval.

The court ordered the police force to continue with the operation against uncertified CNG kit users and directed the CNG station owners to setup HDIP certified workshops on an urgent basis. The follow-up session will take place on the 6th of April 2021.
