Govt to Hire Private Appraisers for Assessing Value of Toshakhana Gifts

The government has decided to hire Private Appraisers for the Assessment of Toshakhana Gifts.

The appraisers would assess the value of:

  1. Jewellery (Gold, Silver, Diamonds, Other Stones and Metals). b) All Types of Watches and Clocks.
  2. All Types of Watches and Clocks.
  3. Misc. Items like Carpets, Rugs, Photographic Equipment, Decoration Pieces, Handicrafts, Gifts Made of Chinese clay and Other Materials, Electronics, Weapons etc

The appraiser will be assessed separately for each category as per Procurement Rules.

Terms and Conditions for the category regarding Jewellery (Gold, Silver, Diamonds, other stones and metals)

The appraiser:

  1. Must be a member of any National / Regional / Local Association of jewelers.
  2. Must possess at least five years’ experience in the relevant field.
  3. is required to be registered with the sales tax and income tax department and is on the active tax pavers list of FBR.
  4. Must provide a certificate on Rs. 100/- stamp paper that he has not been blacklisted by any Government/Semi-Government Organization etc.
  5. or member(s) of his team must hold a certificate/diploma/degree in gem stones identification/grading from an accredited institution.
  6. Must give details along with documentary evidence of the appraisements done by him for financial institutions during the last three Years.
  7. share details about the location of offices/outlets.
  8. fill out the attached bid form after annexing the relevant documents.

Applicant(s) is required to annex with the application/bid form a detailed description of the methodology- to be applied for assessment of gifts. The methodology shall, inter-alia, include a work plan, staff deployment, description of the assessment procedure

Terms and Conditions for the category regarding Watches and Clocks

The appraiser:

  1. Must possess at least five years’ experience in the sale/purchase of luxury watches
  2. Required to be registered with sales tax and income tax departments and be on the active taxpayers’ list of FBR.
  3. Must provide a certificate on Rs.100/- stamp paper that he has not been blacklisted by any Government/Semi-Government Organization etc
  4. Share details about the location of offices/outlets.
  5. Fill out the attached bid form after annexing the relevant documents

Terms and Conditions for the category regarding misc

Items like Carpets, Rugs, Photographic equipment, decoration pieces, handicrafts, gifts made of china and other materials, electronics, weapons, etc.

The appraiser:

  1. Must be registered as a valuer with the Pakistan Banks Association.
  2. Must possess at least five years’ experience in the relevant field.
  3. Is required to be registered with sales tax and income tax departments and is on the active taxpayers’ list of FBR
  4. Must provide a certificate on Rs.100- stamp paper that he has not been blacklisted by any Government/Semi-Government Organization etc.
  5. Must have done appraisement of the commodities worth Rs.one million during last three years.
  6. Share details about the location of offices/outlets.
  7. Fill out the attached bid form after annexing the relevant documents.
